Lukoil wants to change Russian law to explore oil fields in the Arctic
Lukoil, Russia’s biggest private oil producer, called for a change in the country’s policy of developing oil and gas fields in the Arctic, which currently preserves the fields to state-owned groups such as Gazprom and Rosneft. Vagit Alekperov, chief executive of the Russian oil major and one of the most senior figures in the country’s oil industry, said the policy “yielded no positive results” and would soon be abolished, adding that Vladimir Putin, Russia’s president, firmly backed a change.
The region north of the Arctic Circle is reported to host just over a fifth of the world’s undiscovered oil and gas resources, with much of the oil and most of the gas concentrated in the far north of Russia. Currently, non-state-owned companies can only enter the region if teaming up with Russian state-owned companies, which tend to prefer foreign partners, able to make bigger investments.
